1910 Frankfort is the first community in Herkimer County with a Boy Scout troop
Camp Russell 1918

Camp Russell officially opened for its first season on July 1,
1918. The camp was made available to Boy Scouts from Ilion,
Utica, and Rome, NY. Camp season ran through August 26.
The daily program at Camp
Russell in 1918...
- 7 AM: reveille
- 7:15: morning dip
- 7:45: setting up exercises
- 7:55: flag raising
- 8 AM: breakfast
- 8:30: scout assembly
- 9:30: military drills
- 10AM: athletic sports and recreation
- 11:30 morning swim
- noon: inspection
- 12:30 dinner
- 2 PM: scouting study and tests
- 5 PM: afternoon swim
- 6 PM: supper
- 7 PM: games and sports
- 7:55: flag lowering
- 8:30: council fire, talks, stories and songs
- 9:44: in tents
- 10 PM taps and nine hours of sleep
Two hundred and fifty scouts took part in the first summer
camp. Games included baseball, vollyball, and horseshoes.
Through 1927, Boy Scouts helped Samuel Russell plant white and
red pine trees at the camp.
1919 Scout Council organized in Ilion
“ with Dr. R. B. Redway as president, George Wallace of Herkimer as treasurer,
and Robert York as executive.”* Mr. and Mrs. Samuel T. Russell
donated 15 acres on White Lake which would later be named Camp Russell.*
